We do this with the "Copy all Mail" the use a rule to delete all messages that are not from thoes users and place their messages in alternat mail boxes.
 
example of rules file that i use to accomplish this
 
 
 
I check in the to from and the whole header last to catch any if the user is in the CC or other misc headers everything else goes to NUL (delete).
 
I create a seperate box for each account I am tracking. I also make shure I get it in writing to track the account from the department manager, human resources, or an executive.

You can use the "Copy all Mail" command in Imail. But I have found it to be cumbersome if we try to monitor just a few users since we have thousands of e-mail a day. The address we have setup for the monitored mail becomes quite large and slows our server down when we retrieve the mail. We thought about using the "forward" command on the users General Tab...but you will only get a copy of the mail coming in and not going out....
