No, that isn't correct. http://www.rfc-ignorant.org is the home of several anti-spam tests, including the BADWHOIS, NOABUSE, and NOPOSTMASTER tests. These work based on the domain an E-mail comes from, rather than the IP address. So if you enter "yahoo.com", you'll see whether or not they are listed in any of the databases. Entering a domain does not run any tests on the domain. Some blacklist servers that allow spamming. Others blacklist servers that are open relays (which, whether or not they intend to, allow spammers to E-mail for free). Others list proxies that spammers could use to send spam. Others list servers that have threatened to sue blacklists.
