of course it can. Probably all list servers membership files are linear lists that start sending from the top, to the end. The question is can Imail list server sustain 30 to 60k msgs/hour, like Ecartis can. The answer is always no. I think this list is about 5k users. For a new message, the entire list should be attempted once within 15 minutes max.
