   My opinion is that a clean install is always preferable to an
   upgrade when all other things are equal.  Your biggest issue really
   is migrating users from Access to whatever you decide to use.  I
   don't see much benefit to migrate 6 and then upgrade but others may
   disagree.  I believe I would install clean and then migrate one
   domain just to see how it works.
