Because Declude JunkMail and Declude Virus will not run without activation codes (one for each application) that have to be set in their configuration files. However, Declude Queue and Declude Confirm do not require activation codes to use them.

You said that the Queue came with Confirm. And that Confirm requires "declude.exe" and "Confirm" and "Queue" is part of "declude.exe". Well, if "declude.exe" is "Queue" and "Confirm" and "declude.exe" contains all of the other "Decludes" all rolled into just one "declude.exe" file, then how can "Queue" and "Confirm" be free? If these two programs are free, and are rolled into the one "declude.exe" file, and "declude.exe" includes all of the other "Declude" products, then does this not mean that all of your "Declude" products are free? Something is not making sense here.
