Steve, It's a bookkeeping process. If the name's been expired for a month that means that in the next couple of weeks it will become available for registering. I went through a similar process myself recently.
I do not use NetSol for registrations and the name I wanted showed free but I could not register it. I had to review the Whois database on netSol to find out what was going on and since the Reserve price was just about the same I pay for 4 months of hosting, I waited them out rather than use their "service." I suggest checking on a daily basis until it becomes available. If it really is critical (my circumstance was not) then you may want to reserve it.
