We have solved this a different way.

We have installed IIS (answering on an obscure port only from the IP
address of our firewall), PHP and Perl on the Imail server. Then on our
LAN we run a database for our users (DSL info, dialup info, hosting info
etc..). When we need to create a new Imail user, domain or do other
maintenance, we just do that on a regular web page in the office. The
webpage connects to the Imail server, runs the required script (which
executes using Imail's executables, just like mailall.exe). The benefit
is that the accounting staff can easily disable a user without a tech
having to do it. We also use this technique for updating/changing the
rules for the Imail filters.  

Things that we can't do via the webpage, we do using PCA.

We do the same thing with DNS.
