Wow.. I'd have to agree with Tech Support on this one.  You state "Until our
customers can add and delete lists through our control panel..." looks like
a serious concern for abuse to me.  If you really want to give them, your
customers, ability to add/delete list then you could try setting up a
virtual domain, such as wedontspam.com, and then make a user account with
list administration rights.   You could then hand them over to
http://www.wedontspam.com:8181 for login and list administration.  FWIW I
wouldn't recommend doing this.. far to much of a risk for abuse.
