I am wrong and you are correct: the feature works as intended. I don't know what I was doing to create different results--I thought it might have been a remote 'Copy All Mail' already in place, which would have skewed my results, but that wasn't in there. I must have hurriedly mistyped my test. Serves me right for trying to test away from my lab and I'm sorry that I posted irresponsibly. Interestingly, I see in the archives a number of posts where people suggest Outbound Rules for 7.1+, and you're the first to correct this openly.
