It's definitely not 7.13 - ime the latest IMail has the fastest iwebmsg service of any prior version. Comparing CWM and KWM is like comparing apples and oranges. With KWM, the initial frameload after log in will definitely be slower, but once that's done it doesn't have to be done again, and the system is optimized for performance (like a lightweight hidden frame that cycles every X minutes to check for new mail) and has several time-saving features (like drag-n-drop messages to folders, seeing your new message counts next to each folder so round-trips to the menu page are unnecessary, etc.).
