Yes, they're on IMail's built-in webserver.  Not sure what server it's based
on.  The pages serve up fine when accessed directly.  I think it's the
imailsrv2.pl or subscribe1.pl files that are somehow holding it up though.

The browser stops with "Opening page http://...com/cgi/imailsrv2.pl"; and
then after 20 seconds it's a 404 error.  It never shows the confirmation
page called mailing-lists_conf.html.  It's like it never gets to the point
of accessing the program alias.

Aren't you using imailsrv2.zip with mailing-lists.html and
mailing-lists_conf.html?
Where do you serve them from?

I did only have a short look at imailsrv2.pl a long time ago (going now with
an
asp-/jmail-driven solution) but I would assume that these two html-files
need to be served from
a webserver.
