FYI, I have seen this also (Win2kSP3 / Imail 6.06 / Declude JunkMail-Virus-HiJack1.60 / F-Prot for Windows (on demand only install) / Intel Pro-100s Server NICS).  Seems to be after the machine has been up for awhile.  I had always attributed this to something strange with IE & huge TCP connection numbers or something, but have never had much of a reason to investigate further as other stuff - including my fprot updates - have been working flawlessly.  If it's not broke...
 
It's in the works to put 2 IMGate machines in front of my Imail server.  Should have them done in the next few weeks.  That will probably give me a good idea right away if it is traffic related.  
 
I've never used Outlook Express on the server, so I don't know that it has been affected. 
 
Never seen this on any other Win2k servers (I manage about a dozen), but this is also by far the highest traveled windows server (both by Kb and by # of TCP connections) we have.

We use a Cobalt Raq3i server running DNS services (has all our local entries in it to route email between all email servers, if not local, then has a secondary entry to our ISP DNS server)  No problems on any other servers using the Internet browser, very strange issue.

Great question, if I open up Outlook Express it will not work correctly via POP3/SMTP to my local IP address of my server.  However, all Declude notifications and administrative emails from IMail all work.  What is weird is that if I reboot something gets reset (not sure what).  I have stopped Web Messaging Service, IMail Web Service, etc. trying to trigger this problem resolution, but to no avail.

Nothing has changed on our ISP end nor our router.  Again, it will work fine for a few days, then out of the blue will not let us go to the Internet, yet, I can resolve DNS from the command prompt (i.e. ping www.yahoo.com with replies)
