Thanks for taking the time to do the Google Search, I to 'googled' (sounds
like my 6 mon daughter). However, I just used OE to test (from Server out) SMTP and
POP3 protocols. What is weird is that Inbound (i.e. my clients) all is well with
SMTP, POP3, WebMessaging, absolutely rock solid. Also, IMail and Declude can both
send out administrative messages from the server. When this machine does this anomoly
(about 72 hours after reboot), I can't use the Internet, use OE, nor FTP. Very odd.
Nothing shows up in Event Log (clean as a whistle). This one has me stumped. Thanks
for the aid.

I googled for "Number: 0x800CCC15" and found several entries.
Cursory reading indicates several areas of research:
socks, outlook express issue, corrupted mail box - among others.
