However, if we configure it on the TO:, wouldn't we have this problem:

My user is [EMAIL PROTECTED]

Mail comes into [EMAIL PROTECTED], and Joe is only a BCC.. So
he isn't in the TO:

Do we then have to configure it for every user to match the TO, CC, and
BCC fields separately?  And then have to explicitly list all the
internal aliases as well?  And then I assume nobody alias would be
impossible to catch?

No. It is based on the to address as received by Imail. In the rules.ima
for the copyall_account, you configure it also on the to address, not
the headers.
