I may have found the reason for the problem I am seeing.

http://support.ipswitch.com/kb/IM-19990622-DM05.htm

This knowledge base article says (if I am understanding it correctly)
that the "send a copy of all messages" function in the Imail
Administrator SMTP section will not copy BCC messages. So the problem I
am having is not because the rules aren't catching it, it is because the
"copy all messages" function of Imail SMTP ignores BCC fields.

Am I reading this correctly? Any work arounds?

I am testing this and finding that we can trap the CC: messages, but we
can't catch messages that are BCC'ed.

We have tried it both by filtering on the TO and also on the HEADER
contents, and neither will catch a BCC.

Any ideas?

NO. Although there has been a discussion recently about aliases, but I
did not follow it closely. You can check the archives.

Even though his address is listed as a cc:, when Imail receives it, it
receives it as knowing that it is to joe. This will show up in the Q
file.
