When you say"I close OL2000 and restart it and it works fine for a while", do you mean that it get responses from LDAP for a while?
What usually happens is, you update IE / OE and it installs an incompatible version of wldap32.dll in c:\windows\system. After that everytime Outlook 2000 does an LDAP lookup it dies. If you restore an older version of wldap32.dll it works fine.
