Sorry they annoyed you.  Those decisions were based on the input from
hundreds of users and integrators.

Personally, if I deploy Outlook where .pst files are used locally at the
client, I control where the .pst files are located and make it uniform
across the enterprise.

And just to further annoy you, there are more changes with Outlook 2003. ;o)
