Your  bandwidth  provider (i.e., whoever you "rent" IP addresses from)
handles  your  Reverse  DNS,  unless  specifically delegated to you to
handle from your own nameservers.

It's  not clear, at least not from your post, how those who rent you a
dedicated  server  with  Internet connectivity could not also be those
who control the IP addresses allocated to your server. Some colocation
facilities  do  allow  this, but if you don't have a separate contract
for bandwidth, it'd be Interland, AFAICS.
