Imail was installed on a freshly installed Windows 2003.  The system was
clean drives.. Fresh install 2003 and then IMail 8, then HF1 for IMail.

Did you change any of the IMail v8 anti-spam blacklists from the default, to use "TCP First"? If so, you should change them back to "No". It's legal to send the TCP packets, but a waste of resources (unless you are dealing with a blacklist that requires or usually sends large responses that may need TCP, but I'm not aware of any).
