Tags Like <X> and <!X> will be caught by the invalid tags check, they will not be 
caught by the embedded comments check because they are not comments, they are invalid 
tags.

Another problem with it is that if you put the test for invalid tags
on, you find loads are found because of people using HTML emails with
outlook, there are loads of weird office related tags which aren't
real HTML tags, so this test is basically useless.

I don't think that the comments test will look for fake tags as well,
I see a lot of Via<X>gra and Via<!X>gra type code that gets through.
