Are  you,  perchance,  billing  people  for POP3 usage but not for Web
Messaging?    That's   most   illogical.   WM   is   far,   far   more
resource-intensive.

The technically illogical becomes commercially logical when the client who "upgrades" free but ad-bannered webmail to paid but bannerless POP access.
