According to the processing order on page 236 of the manual, trusted IP list is first test and if there it bypasses all other list. Whitelist is the 4th process just prior to phrase testing.
You did not note if your trusted IP is listed as 63.246.0.45 with 255.255.255.255 in IMail or if you went wider than the 1 IP.
In my list for example, 67.97.216.253 is a trusted IP for me. If I put in 67.97.216.253 with 255.255.255.255 it works fine.
If I put in 67.97.216.0 with 255.255.255.0 it fails the trusted IP and spam checks.
If I put in 67.97.216.1 with 255.255.255.0 it works fine.

I believe that the "Trusted IP" in IMail v8's anti-spam does not act as a whitelist; instead, it just forces the IP to pass the IP-based spam tests. The E-mail will not be forced to pass the content filtering. There is no true "whitelist" that will bypass all spam tests, as far as I know. -Scott
