I have had to deal with them lately and this is what they told me.
My clients are on DSL line from Charter (I guess a partner with Earthlink)
and they were NOT allowed to send email directly to Earthlink at all
anymore unless they relay or "send through" there ISP's email server. So
this client has to send all outbound mail from their Exchange Server to the
"Earthlink Approved" Charter Internet mail servers, and then out. It seems
Earthlink is getting to be rather difficult to send to since they are
getting hit so much.
Maybe this is not your problem, maybe it is. They switched this without
telling anyone. So try sending your emails through your ISPS email gateway
and see if it gets rejected then!

I guess the "so what" is that I am sending to myself in this case.
I am not sure we can send to any Earthlink addresses at this point as
several have failed.
Just to test your notion "... it seems like they have a policy of refusing
mail to "cagodsy", not your fault."
I tried sending the same test using our DSL provider's SMTP and it worked
every time.
It seems like this error
"550-EarthLink does not recognize your computer (67.100.163.220) as
connecting from an EarthLink connection."
and the test using the DSL proverder's SMTP
is indicating that they don't like something about my computer:
