No, it would have to be imported with Outlook. I am not aware of a tool to convert a .pst file into an .mbx file.
If your clients are using Outlook, they could be empowered to handle this themselves, either by using Outlook to access multiple .pst files or to import the content themselves. I've done many migrations in the other direction.
