Not allowed?  Fair enough.  Does that mean they will only be allowed to use
the IMail Webmail?
Then someone will have to import their mailboxes for them.

If they only use OWA then all their email resides on the Exchange server.
Exchange handles email a little differently than IMail.  All the mailboxes
reside in a single (probably) large relational database.  You'll need to
extract that into 'mailboxes' in the form of Outlook personal folders (.pst
file).  This can be done with Outlook on a per mailbox basis, or use the
utility I mentioned to automate the creation of the .pst files.  You will
then have ti use Outlook to import that content by logging into each mailbox
on IMail and drag 'n drop the content.
