I checked and it was actually disabled in the 'Advanced' SMTP settings. Once I 'abled' it and remembered to restart the SMTP service, it worked.
Is there any downside to not having this disabled? What about the option in the Security settings about the 'VRFY' command. Should that be disabled too. Thanks for your help.
