It means that one of the services that you are monitoring in the monitor
service is not on

Eg you are monitoring the smtp service - but you have it set to start as
manual - so when the computer starts it will set the alarm off until it
is started. A slightly more social way to see what is going on would be
to either set it so that it notifies you via mail or you go to the
webadmin screens http://localhost:8181 and see the status of the
monitored services there - both should be a bit more informative and a
bit less annoying than just having a claxon blaring at you.
