I used to use a ISP that had DNS servers that would automatically set the ttl on dns records they cached, and to make matters worse they setup their servers to query each other before checking the upline DNS, which meant sometimes we would end up with "The DNS cache that would not die". And when we would call it was obvious that no one there had a clue about DNS.
