This is a common misinterpretation of NOTIFY directives. They only
tell the receiving server if/when to send DSNs and know nothing of the
eventual disposition of the message (i.e. whether the conditions have
been met).

You've only posted the SMTPD (submission) log. Find the corresponding
Q* file in the SMTP (delivery) log to see what happened to the
delivery.
