It is my understanding that a DNS server will respond to an MX query with all MX entries

a query for any type of DNS record should return all the records of that type. Type MX is nothing special.


, and it is up to the user-agent or relay host to decide what order to try the servers.

The "MX algorithm" says the MX hostnames will be tried according to the MX preference.


I have seen DNS servers cycle the order that the MX records are given

The physical order in the response packet is cyclic. The MX preference is not used by DNS to order the records in the response packet. The MX preference number is only used by MTAs.
