xcopy cannot copy locked files. Try copying a PST file with Outlook opened.
Veritas works great especially if you also have the Unix Veritas Netbackup server and a tape library. For imail-specific updates, I just write a custom batch script to perform a regback.exe followed by a recursive zip of c:\imail. Works great, and very easy to perform quick restore.
