I am humbly asking for the help of the knowledgeable folks on this list, and apologize in advance if the information requested below is published somewhere already; I've definitely searched every way that I can think of, but have come up empty.
If you rent a FreeBSD ded server somewhere, I can setup an outbound relay. Contact me offlist if you're interested. johncompanies.com has virtual freebsd servers, and I think pair.com does FreeBSD. The pain could be your data volume charges (if you have high volumes).
For low data volumes, you can choose their cheapest ded server, but check what their data volume prices are.
But your best solution, longer term, is to punish your IP provider commercially by moving to another IP provider. The problem is apparently with him not policing his clients' mail traffic, so that should cost him.
