Scott is correct, it updates the mailbox UID files to the latest format.
The mailboxes will be automatically converted the first time they are used
anyway; the convert program just does it all at once so your users won't see
a slowdown the first time they log in.

If I recall correctly, it is the program used to update the web messaging
mailbox information from the old indexing format to the new one.
