What were the numbers on the connect response from SMTP when you tried? Sample: 220 mailserver.webo1.com (IMail 8.05 4380-8) NT-ESMTP Server X1
When I tried a few times the second was between 2 and 11, pretty normal and the connection was made pretty fast (1-2 seconds). Are you using IMonitor? That can use up connections that may take some time to close. I'd stop monitoring SMTP, for a while and if that helps then look into reducing TIME_WAIT socket settings (maybe I got that wrong, but the archive should help you find the MS stuff needed). Also, as disk speed is critical, defragging it highly recommended! Reduce logging (OS and IMail) to only that which is necessary.
