Are you doing anything now?  Here's how I approached starting anti-spam.

First, I turned on the service to add headers only.  The users still get
their mail but it has some extra headers.

I was then able to analyze the log files and determine who was getting spam
and how much.

>From this list, I selected my test subjects and helped them add rules to
move their spam to a different folder.  They watched this folder for
false positives and let me know whenever they found one.  We worked together
to both tune the system and educate the user.

I was able to expand the test population rather quickly as most people were
glad to have the help.

I haven't found it necessary to go any further than this.  My users can
delete the spam very easily and they are responsible for finding false
positives.  If they bring them to my attention, then I work with them to
determine if any tweaking can be done to eliminate the false positives.
