By "out of sync," I mean that the relational entries for the virtual
host binding and the accompanying host settings might not be in order.
You'd have to post a Registry dump (cut out the users key) for us to
see if anything is amiss.
You should also reset the Registry ACLs for the IWEBMSG service
account, and/or try running the service with a different account.
