I have tried the following but to no avail.

1. I checked Imail's registry key and it all looks OK. There are no
domains that are not "synced" so to speak.
2. If I assign "Imail system administrator" to the user, then the
userlist is functioning as it should.
3. The userlist works in Imonitor (8181) for both "Host administrator"
and "Imail system administrator".
4. I have changed the log-on account for the Imail WebMsg service in
Services from "Local system account" to the server administrator. It
made no difference.
5. I stopped Web messaging, renamed iwebmsg.exe and copied in a brand
new iwebmsg.exe. Still no go.

So, Imail manager, Imail client, Imonitor (8181), the registry and
Webmessaging (with Imail system administrator checked) all show the
different user accounts and aliases for the different domains. However
a "Host Administrator" for all and/or any domains gets an empty
dropdown userlist and alias box

We're running 7.15hf3 on 2003 Web Edition.
