Rick I have defined one that is inbound TCP 8383 called webmail (in) and
one outbound TCP called webmail (out) and then I have gone into Protocol
rules and created a protocol rule called webmail enabled it to allow
webmail (in) and webmail (out) always to any request? Again thanks for
your patience and consideration any and all help is appreciated.

To further clarify, you have to add a protocol definition under policy
elements for that port, adding a packet filter will not cut it
