I figured it out... It was the Antivirus. In my sales department everyone is outfitted with identical Dell Dimension 2400's, identical hardware, identical software. The last batch of 4 that came in coincided with my Symantec Antivirus Corporate Edition being updated as per my service contract with Symantec. On these 4, I installed Symantec Antivirus Corporate Edition 9. Thankfully I only installed it on those 4. On top of the usual built in Microsoft Exchange/Outlook scanner, they have an additional Email scanner that scans every email being sent from or delivered to the machine. On top of THAT, the updated Outlook scanner doesn't clean up after the old one, resulting in a lovely error message at the start of Outlook when it tries to load an Add-In that isn't there anymore.
ANYHOW. I uninstalled SAVCE 9, and everything started working, so I went back to version 8.1. Besides the email application, "CCAPP.EXE", a component of SAVCE 9 would peg the processor at startup and not stop until I terminated the task. The behaviour was supposedly caused by a software firewall according to Symantec, since I have none in place (just a PIX 515E) I'm really curious as to what the heck they were thinking when they released this garbage. Word to the wise, avoid Symantec Antivirus Corporate Edition 9.0. Thanks for the help.
