FYI, we were getting this to Juno and NetZero (same company) a few months ago. It was because our IP addresses (3 class C's) were within Charter's "residential" ranges according to ARIN. We had to have Charter delegate the IP's to us in ARIN, then contact Juno and let them know about the change. We have had to provide this information twice more with a couple of blacklists since then. We thought originally that it was rDNS, but it turned out that they just had a list of IP's that Charter listed as residential.
