Yep...I know that parts of the Tampa Bay area had trouble Sunday, at least.  However, it's now Wednesday and I'm still seeing MX connect fail messages from RR mail servers all over the country.   Hopefully someone has a contact so we can talk to a RR mail admin and get an accurate picture of what's going on.
