Most likely.  We usually see about 1% of our total volume of email left in
the spool directory like this.  If the numbers go higher than that (we use
Declude's free Spool monitoring tool and have the results emailed to us
every three hours) we start looking for evidence of a dictionary attack (the
most likely reason for spool buildup), spam sources to potentially block
with the kill file, or mail server delivery errors.
