Do a search on your drive for multiple copies of the iwebmsg.ini file. On win2k3, in certain situations, the ini being edited gets stored under a users directory instead of the system directory.

I am upgrading servers and just installed 8.13 on a new Win2003 box.
I  cannot get Web Messaging to change ports. I have changed the port
to 80 in the Web Messaging config but Imail still answers on 8383. I
have  tried  editing  the iwebmsg.ini file to port 80, and restarted
the server, to no avail.

Are you positive that IIS is not grabbing 80? If you don't start IWEBMSG at startup, can you navigate to http://localhost?
