You can hack the registry to force it to a certain location but you have to
be logged in as that user to change the setting for the current user. The
key is
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders

This is a permanent redirect for that user...
