This was exactly the point I was trying to make in my last post but perhaps better said, thank you. To enhance what I was getting at would be for everyone to petition the US Government for ICANN, ARIN etc here in the US to make ISP companies put a stop to it. Once we stop it here in the US the spammers would be forced to outsource their spamming to other countries. Administrators here in the US could choose to filter out those countries that participate in spamming until conform and stop their ISP companies from spamming. Stopping it here in the US is a really good first step and worthy of consideration IMHO.
If all citizens just set on their hands and give up and say the spammers have won and they are too powerful, they certainly have won. This would be like giving up the war on crime in general just because you can't stop all of it. History shows that this is not the case; we've been able to cut down on crimes here in the US drastically. The same could be true with spam if we all work together and create the laws that make it illegal to for ISP companies to allow spammers to send spam from their services. It's illegal to send some kinds of spam already in many states. Now make the people that provide the bandwidth like us IMail server Administrators all verify that our clients don't send spam. We make sure our clients don't send spam and it's not all that hard to do. The other thing I would really really like to see is public hangings of known spammers.
