I thought that illegal spam was clearly defined already, at least it is in the state where we live. Spam is anything with forged headers and/or bogus return to addresses. What's in the subject line is not what the email is really about. As Imail Administrators, we all know who the spammers are and where they are coming from. I really don't think it would be that hard to sort them out.
Personally, if I wanted anything that the spammers email me about I am confident that I could find plenty of it in the Google search engines. I feel that if I want something I will find it, people don't need to call me or email me and ask me if I need it. If we filter all the "advertising" another user complains. If we filter word or phrase "a" then another user complains, if we filter word or phrase "b" another user complains that we are infringing on their right to receive and send e-mail based on free speech - and I agree with them. In order for ISPs to filter spam, everyone has to agree on what constitutes spam.
