I had this problem with another account in Texas that has RoadRunner. We ended up having them turn off authentication and using the roadrunner outbound SMTP server to send mail.
One other occurrence was where Ma Bell had been spammed so bad they turned off all outside pop3 and smtp services. You may have to see what their restrictions are.
