I had this problem with another account in Texas that has RoadRunner. We
ended up having them turn off authentication and using the roadrunner
outbound SMTP server to send mail.

One other occurrence was where Ma Bell had been spammed so bad they turned
off all outside pop3 and smtp services. You may have to see what their
restrictions are.

Subject: [IMail Forum] Outlook or Road Runner an issue?

Have a client with email issue...he can login through browser interface and
send and receive mail. He has set up the same account using Outlook on his
computer and gets no mail and can send no mail. His ISP is Road Runner.
His domain is listed as cattlepromotions.com.
I have checked the log files and been on the phone with him while I sent a
message. I can see where I sent the message and he says he checks, but
there is nothing in the log saying he had received the message.
I'm at a loss, but I think its a Road Runner issue now.
Any other suggestions?
