  There are three that I know of that can always be trusted:

      1) sbl.spamhaus.org
      2) xbl.spamhaus.org
      3) sbl-xbl.spamhaus.org (both combined from #1 and #2)
      4) relays.ordb.org
      5) list.dsbl.org
      6) bl.spamcop.net

  #6 is probably the most debated blacklist on the internet. I'm currently 
using it had have not
  had any issues. The issues that have come up are ones I've been able to 
successfully aid the
  server administrator in getting them removed.
