When you moved everything to the new box how did you move over the data? If it was on a CD then the files are most likely set to read only due to the media. I don't think this is the problem. The Max Messages is the total number of messages in the account. Therefore if they are storing sent items on the machine this could cause the setting to be too small. Check the user's setting to see if a limit got applied there if you have none at the domain level.
