It is there in the main Outlook application, but when she does new or reply or forward, the toolbar starts with 'Edit' instead of 'File'.
Right click on the toolbar and select customize. Go to the toolbars tab and highlight the Standard toolbar. Click the Reset button and that should fix your problem.
